1. The Code of ( of Hammurabi ) deals with many topics of concern other than assault. It outlines rules for witnesses and those making accusations of crimes. For example, “If any one bring an accusation of any crime before the elders, and does not prove what he has charged, he shall, if it be a capital offense charged, be put to death.”

   1. You’re right, Fred, that any charges need to be based on reasonable certainty of guilt for crimes committed. But there are plenty of crimes, and plenty of criminals…
